Under the supervision of the assigned Technical Assistance Zone Manager, the Technical Assistance Coordinator is responsible for providing training, coaching and mentoring, technical assistance (TA) services, to all eligible early care and learning programs and professionals who seek to meet Georgia’s quality early care and learning standards within the service delivery area identified by the Georgia’s Department of Early Care and Learning as South East Region.

 

This is a grant funded position.

 

Responsibilities

  • Provide systematic and accountable, quality improvement technical assistance to Child Care Centers and Family Child Care Homes participating in the state quality rating and improvement system, Quality Rated, within the service delivery area.
  • Assist in administering mini-grants to eligible child care programs participating in the quality improvement/technical assistance process. Ensure adherence to BFTS mini-grant guidelines. 
  • Conduct assessments of the family child care provider and child care learning center to determine success factors and assess readiness to receive quality improvement technical assistance services from the CCR&R; provide training for early childhood professionals describing training and technical assistance process, expectations and resources available.
  • Develop a Plan of Action (POA) collaboratively with the provider or center director based on needs assessment information.
  • Assist in implementation of the POA, which includes on-site technical assistance visits, telephone and office consultation, advice on selection of equipment, on-site training, linkages to other community resources and professional development opportunities via the CCR&R, universities and technical colleges. 
  • Provide linkages and resources to assist providers with enrollment and scholarship information for institutes, conferences, and degree programs; provide linkages to CCR&R and community resources. 
  • Track all technical assistance activities, record and maintain information and data as assigned.  Generate reports, provide feedback on outcomes, identify barriers, solutions, promising practices and make recommendations; prepare and present progress updates to CCR&R Executive Director, Assistant Director of Operations, TA Zone Manager and staff as needed. 
  • Acquire and maintain proficiency in the Infant/Toddler Environment Rating Scale (ITERS), the Early Childhood Environment Rating Scale (ECERS), Family Child Care Environment Rating Scale (FCCERS), School Age Childhood Environment Rating Scale (SACERS), and Quality Rated as assigned. 
  • Conform with and abide by all regulations, policies, work procedures and instructions for supervising agency.
  • Develop and conduct provider education and training.
  • Maintain all records and fiscal reporting requirements as designated by the supervising entities. 
  • Performs other duties as assigned to meet program needs.

 

Minimum Qualifications

  • Bachelor’s Degree in Early Childhood Education, Elementary Education, Special Education, Family and Consumer Science or related field.
  • Minimum three years of experience working with children in a child care classroom setting.
    • The experience must be supervised, may be paid or unpaid.
    • The experience must involve children or programs serving young children from birth through age 5.
    • At least one year (12 months) of the experience with young children must be direct experience (see definitions below); the other two years may be either direct experience or indirect experience. Indirect only experience will not sufficiently meet the experience requirement.
      • Direct Experience includes either of the options below:
        • Experience working directly with groups of young children from birth through age five. 
        • Director of a center or family day care home (Involves working on-site directly with children and adults in a child care setting on a day-to-day basis)
      • Indirect Experience may be used only in combination with at least one year (12 months) of direct experience. Indirect experience includes:
        • Experience as a technical assistance provider from a state or federally approved project to provide technical assistance as: 1) Inclusion coordinator or education coordinator; 2) Conducted observations/assessments using nationally recognized instruments (Applicant must have received training on instruments utilized); or 3) Other TA experience to be reviewed by Georgia Training Approval.
        • Experience teaching High School/College/University level early childhood or child development specific course.
  • Career Level VIII or higher as validated by the Georgia Professional Standards Commission. *You must complete the free online profile with Georgia Professional Development Registry prior to being granted an interview. (www.gapds.decal.ga.gov)
  • Must be able to meet all of the requirements to become a Georgia state-approved trainer at Trainer Levels 1, 2, or 3. (https://gapds.decal.ga.gov/ApprovedTrainer/Requirements)
  • Excellent organizational skills, pays attention to details and deadlines.
  • Strong understanding of early childhood development and childcare rules and regulations for the state of Georgia. 
  • Ability to forge a mutually respectful partnership with persons served and their families in order to assist them in gaining the skills and confidence to address issues and problems they face. 
  • Excellent customer service skills, organizational skills, and oral/written communication skills.
  • Must be a self-starter, who works well with minimal supervision, as well as the ability to work in partnership with other team members. 
  • Efficient, able to maintain schedule that is conducive to provider’s needs.
  • Must have intermediate knowledge of Microsoft Office including Word, Excel and PowerPoint; ability to use a networked database. 
  • Must have valid Driver’s license and appropriate insurance.

 

Preferred Qualifications (In addition to Minimum Qualifications)

  • Five years prior experience in a child care classroom setting.
  • Master’s Degree in Early Childhood Education, Elementary Education, Special Education, Family and Consumer Science or related field. 
  • Previous experience providing professional development for adult learners.

 

Salary/Benefits

Target salary is $43,630.80 and is commensurate with education and work experience. Benefits include paid state holidays, annual and sick leave, and the State of Georgia Flexible Benefits package.

 

Physical Demands

The employee occasionally lifts or moves objects of a light to medium weight. Work is typically performed in varying office environment with intermittent sitting, standing, or walking in various settings. The employee must be able to lift up to 25 pounds. Full range of hand and finger motion is required for data entry purposes.
