General Description

Summary

This position is responsible for inspecting private rental properties using HUD Housing Quality Standards/UPCS-V inspection protocol for Housing Choice Voucher (HCV) and Project-based units. Assures compliance with HUD Regulations and the GA DCA Administrative Plan. Travels to privately owned properties and conducts inspections utilizing the correct protocol and determines eligibility for safe and sanitary housing. Prepares inspection and failure documentation, and notifies owners and program participants of required repairs. Calculates rent reasonableness as compared to the market. Interprets policies and negotiates with landlords and participants on rent and/or required repairs. Verifies completion of repairs.

 

Minimum Eligibility Requirements

  • Master's degree in a social services field from an accredited college or university OR Bachelor's degree from an accredited college or university AND One year of related experience OR Associate's degree from an accredited college or university AND Three years of related experience OR Four years of related experience.
  • Excellent organizational skills with the ability to multi-task, meet deadlines, and work in a fast-paced environment
  • Excellent customer service skills with the ability to work well under pressure
  • Strong oral and written communication skills
  • Strong computer skills including Microsoft Office Suite
  • Valid driver’s license with insurable driving record throughout employment.
  • HQS/UPCS-V certification within 12-months of hire
  • Lead-based Paint Condition Assessment certification within 12-months of hire.
  • Must be detail oriented and organized
  • Must possess excellent customer service skills and work well under pressure
  • Ability to multi-task, meet deadlines, and work in a fast-paced environment

 

Job Duties and Responsibilities

  • Conducts annual or initial inspections of housing units as assigned
  • Documents room locations and areas not meeting quality standards
  • Conduct special inspections for lead-based paint as required to ensure compliance with HUD Lead based paint regulations
  • Explains the housing inspection program to landlords, owners, and program participants.
  • Ensure timely completion of inspections for all assigned units
  • Determining utility types within the unit and indicating on the appropriate forms who pays for said utilities
  • Identify potential instances of fraud, and work with the Manager to investigate fraud cases
  • Prepare housing assistance abatement information for enforcement action. Prepare participant recommendations for termination caused by a failure to meet HQS/UPCS-V standards with the Manager
  • Continually evaluate and work to reduce access barriers for individuals with disabilities and limited English proficiency (LEP) in all program areas
  • Ensure that all safety and health rules, standards, and procedures are observed; conduct monthly self-inspections of work areas, vehicles, and practices to eliminate potential hazardous conditions
  • Continually provide outstanding customer service to all stakeholders.
  • Work requires knowledge of HQS/UPCS-V deficiencies
  • Work requires the ability to read, understand, explain, and apply housing quality standards; conduct thorough inspections, accurately document conditions that do not meet standards, and prepare clear and concise reports; understand and follow written and oral instructions accurately and consistently with a minimum of supervision; operate computers and other electronic devices with word processing, spreadsheet, and housing software
  • Operate an assigned vehicle under various traffic, road, and weather conditions in carrying out daily inspection schedules over a wide geographical area
  • Perform other related duties, as assigned

 

Working Conditions (travel, hours, environment)

  • This position is exempt, knowing it may include hours which exceed eight hours in a day or forty hours in a week
  • Frequent travel required including air and car travel
  • While performing the duties of this job, the employee will work primarily in a climate controlled environment with minimal safety/health hazard potential
  • Home office environment/Field

 

Physical/Sensory Requirements

Medium Work – Ability to exert 10-25 pounds of force occasionally, and/or 10-25 pounds of force frequently, and/or greater than negligible up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects.  The employee is often required to use their hands and fingers, to handle or feel. The employee is occasionally required to stand, walk, reach with arms and hands, climb or balance, and to stoop, kneel, crouch or crawl.
