DESCRIPTION OF DUTIES: The Georgia Agricultural Tax Exemption Program (GATE) is an agricultural sale and use tax exemption certificate issued by the Georgia Department of Agriculture that identifies its user as a qualified farmer or agricultural producer. The GATE program was created through legislation and provides qualified agricultural producers a sales tax exemption on agricultural equipment and production inputs.
The duties of the GATE Program Manager include, but are not limited to, the following:

Manages programs of regulatory review and enforcement in a variety of areas;

Assists in the development of policies and procedures for assigned area;

Directs subordinate supervisors and staff;
-
Plans, organizes, and directs regulatory enforcement activities to ensure that all applicable statues, standards, rules, and regulations are met;

Plans and directs statewide regulation and licensing;
-
Performs investigations, accountability, audits and other such duties related to alleged violations of all applicable statues, standards, rules, and regulations as necessary;
-
Monitors effectiveness of the licensing/certification process;
-
Imposes adverse actions against facilities or individuals who have violated rules and regulations;
-
Ensure the appropriate dissemination and communication of all pertinent regulations, policies, and guidelines;
-
Assists in the development of policies and procedures for assigned area;
-
Provides information regarding the GATE program to customers whenever a GATE purchase is made;

Interview the retailer concerning the GATE program in order to determine the level of understanding and compliance;
-
Ensures GATE guidelines are being followed;
-
Other duties as assigned.
MINIMUM QUALIFICATIONS:
One year of related supervisory experience in area of assignment OR Bachelor’s degree in a related field from an accredited college or university AND Two years of related supervisory experience in an area of assignment.
PREFERRED QUALIFICATIONS: Preference will be given to applicants, who, in addition to meeting the Minimum Qualifications, possess knowledge, skills and abilities in the following areas:

Master’s degree in a related field from an accredited college or university;

Six years of experience in an area of assignment; three years with related supervisory experience.

Experience or familiarity of laws and regulations pertaining to the GATE Program and the Georgia Department of Agriculture;

Familiarity with the GATE card application process and renewal system for GATE cards;
-
Utilizes knowledge of government manuals to ensure compliance;
-
Working knowledge of Microsoft Office Suite.
