The Clinic Manager  provides day to day supervision and direction to a large Clinic Services Department. The incumbent will oversee the provision of supports to clients with intellectual developmental disabilities, and or co-occurring disorders ensuring compliance with  all Oconee Center CSB and DBHDD policies and all other governing regulations.  The Clinic Manager is responsible for the overall operation of Community Support Services (CSS) and the Washington County Service Center (WCSC). 


Responsibilities:


Plans, designs, and implements a day service/treatment program.

  • Develops an effective comprehensive program plan that includes philosophy, goals, description of persons served and services provided.

  • Directs and evaluates programs to ensure compliance of psychosocial and/or intellectual disabilities accreditations standards.

  • Develops and effective outcome based evaluation system to measure a variety of consumer factors

  • Implements program policies and procedures as needed and routinely monitor for compliance.

Coordinates and participates in clinical services of the day services programs

  • Interviews consumers and/or families, agency personnel or other health care providers to obtain background information necessary to develop the consumer’s day treatment plan.

  • Ensures the treatment plan provides for the consumer’s choice, development of funds and family supports and the abilities and needs of persons served in accordance with agency guidelines.

  • Provide clinical services as needed on-site

  • Provides on-site clinical assessment and crisis intervention for consumers as needed.

  • Determines consumer’s immediate services needs and refers to appropriate personnel for evaluation of medications and/or hospitalizations as necessary.

  • Coordinates planning/linking conferences with referring staff to assess consumer’s day treatment needs and progress towards achieving goals on a regular basis.

  • Participates in interagency team meetings to communicate progress on service goals, ensure continuity of care and develop discharge plans

  • Monitors consumers’ progress in accordance with treatment plan goals and conveys information to family members and others as appropriate.

Prepares and submits reports and other documentation.

  • Assists in documentation of attendance and progress on goals in the clinical records on accordance with accreditation requirements.

  • Monitors and reviews program plans and charting by staff to ensure compliance of accreditation standards.

  • Ensures that federal and state program guidelines are adhered to and documentation of compliance is followed in accordance with established policies and procedures.

  • Ensures that billing documentation is completed and submitted to business office within specified time frames.

  • Ensures timely and accurate reporting of employee’s time records and reports.

Supervises human resource and employee relations functions of assigned program.

  • Interviews and selects applicants or employee to fill vacancies or promotional positions with established rules, regulations and federal/state laws.

  • Organizes and assigns work to staff with consideration to their skill level, current work load, etc.

  • Regularly conducts staff meetings to communicate policy and procedure changes, promote team building and a productive work environment.

  • Negotiates with staff and appropriate parties for successful resolution

  • Identifies training needs and ensures that necessary job-related instruction is provided to staff.

  • Provides follow-up to employees to reinforce/support skills learned from training courses attended within a timely manner.

  • Recommends or initiates disciplinary actions according to applicable rules and policies.

Prepares and/or assists in budget planning process

  • Prepares and/or assists in budget planning and preparations in accordance with established agency guidelines.

  • Reviews and approves expenditures requests from petty cash in accordance with agency policies and procedures.

  • Monitors expenditures for compliance within budgetary parameters.

  • Ensures accurate reporting and accounting procedures of petty cash and cash funds.

Oversees facilities management operations

  • Maintains accurate inventory and replacement of all equipment and furnishings used in the program

  • Maintains facility in accordance with local/state laws and established agency policies.

  • Conducts facility maintenance reviews to ensure compliance to establish guidelines and take corrective action as needed.

Participates in and directs the activities of a Supported/Specialized Employment Program

  • Recruits and trains hourly applicants for employment in assigned program area.

  • Ensures that staff develops obtainable consumer employment goals and monitor their work evaluations.

  • Provides community job development for consumer’s trough effective and ongoing interaction with providers.

  • Monitors consumer placements for acceptability and takes appropriate action to remove consumer if necessary

  • Procures or develops new employment sites in accordance with identified consumer needs.

  • Defines and implements effective methods at assess employer’s and consumers’ satisfaction with job site, job coach staff and services provided by the program.

Participates as a member of a interdisciplinary/treatment team

  • Recommends to administrative and team staff methods for improving treatment programs based on available data, professional judgment and in accordance with established guidelines.

  • Supports interdepartmental and unit cooperation in implementing new programs

  • Establishes and maintains cooperative working relationships with outside agencies.

Develops, Implements, and evaluates in-service training.

Maintains a consistent, high quality, customer-focused orientation when conducting business and providing services or products to clients, the general public and other external customers.

Bachelor's degree in a related field and four years experience performing management responsibilities in a health care services environment Or Master degree in a related field and three years experience performing management responsibilities in a health care services environment Or Doctorate degree and two years experience performing management responsibilities in a health care services environment Or Two years at the lower level or position equivalent Note: Some positions may require certification or licensure
